- Kirsten commenced as a Policy Advisor with Crime Prevention Victoria, Department of Justice in 2002. Having always wanted to pursue a career in criminal intelligence, Kirsten joined Victoria Police in 2005 and performed analytical roles in a range of operational and strategic intelligence areas. In 2008, Kirsten assumed the role of Intelligence Manager and developed the inaugural Road Safety Intelligence Unit. In 2010, Kirsten developed Victoria Police’s State Tasking and Coordination Model. Kirsten was the first Senior Specialist Analyst responsible for providing strategic advice on intelligence and state-wide assessments. In 2015, Kirsten was appointed Executive Advisor to the Assistant Commissioner, Intelligence and Covert Support Command expanding her project and policy knowledge. This involved overseeing Victoria Police’s first analytics capability and intelligence management solution – “Neo”. Kirsten was Executive Advisor to the Deputy Commissioner Capability from 2020 before commencing as the Director, Intelligence in March 2025. In addition to intelligence expertise, Kirsten has extensive policy and project management experience meaning she applies a system thinking and problem-solving approach to complex problems. Her reputation and influence also mean that she is often sought out for advice in a range of disciplines and consistently represents Victoria Police at national intelligence and capability forums. Kirsten holds undergraduate degrees in Psychology and Criminology, post graduate qualifications in Criminal Intelligence and in Executive Leadership (AIPM). She was awarded the Chief Commissioner’s Medal for Merit for the Regional Boundaries Project, the 15-year Victoria Public Service Medal and the 2019 National Emergency Management Medal.
